With reference to my telegram of

the 3rd. ultimo in which I informed you that, in accordance

with the request of the Government of the Transvaal, the

Harbour Master and Registrar-General respectively would,

pending the settlement of new arrangements, superintend

the fitting out or alteration of ships engaged in the

transport of labourers to the Transvaal, and arrange for

the return of repatriated labourers to their homes and deal

with the remittances sent from the Transvaal, I have now

the honour to inform you that, subject to your approval,

I propose that from the 4th. April and until further

notice the following allowances should be paid by this

Government and recovered from the Transvaal Government in

respect of the performance of the duties mentioned above:-

$150 per mensem
