In continuation of my Despatch of the 3rd.
instant on the subject of the exportation of Arms to Macao from
this Colony, I have the honour to inform Your Excellency that as a
result of communications with His Britannic Majesty's Consul at
Canton, I have ascertained that the Chinese Authorities look on
the severe restrictions on the exportation of munitions of war
from this Colony as having materially assisted in the suppression
of the recent rebellion in Kwang Si and would view with alarm and
as unfriendly on the part of this Government, any relaxation of
these restrictions which would result in increased exportation
from Hongkong.
In these circumstances I am sure Your Excel-
lency will realize the propriety of this Government's decision
not to add at present to the quantities of arms and ammunition
(350 Rifles and 40000 Cartridges) exported to Macao in January
last for sale to Chinese.
