30th. March. kollowing telegram from Governor Transvaal, begins:-

I should be obliged if you would request Governor of Hongkong to lend temporarily and till the settlement of new arrange- -ments now under consideration the services of the Harbour to represent Transvaal Governor in superintendence of fitting out or alteration to any ships engaged in transport of labourers to South Africa. Also services of Registrar-General to represent Transvaal Government in receiving repatriated labourers and arranging for return to their homes and also in dealing with labourers' remittances sent from Transvaal. Transvaal Government willing to pay these Officials any allowances for their services which the Governor of Hongkong may consider reasonable but such allowances not to exceed in the aggregate
