Hongkong, December 25th., 1904.

Campbell's and the Viceroy's drafts are

directed towards two distinct ends. The first is to secure the

Viceroy's beneficent purpose of providing for the examination

and due protection of the labourers and the second is to ensure

to the Chinese Government repayment of the expenses direct and

indirect that they may incur on behalf of the Transvaal Mining

Companies. In the first matter (dealt with in clauses 1, 5, 6 and 7 of the Viceroy's and in clauses 1, 2 and 3 of Campbell's

draft) the Hongkong Government is desirous of affording every

assistance to that of China. The second matter (dealt with in

Clauses 3 and 4 of the Viceroy's and in clauses 4 and 5 of

Campbell's draft) mainly affects the Mining Companies. I enclose

another draft of the Protection clauses which, while it would be

more acceptable to this Government than the Viceroy's, should reet his views. The principal difference is that while allowing inspection of the emigration depôt from time to time, and of the Emigrant Ships before sailing, by a Chinese Official we under- take the responsibility of seeing that indentured labourers of Chinese nationality that have not passed through the Canton depôt are not sent to South Africa. With this arrangement we are

able to adhere to the principle we have always upheld that a
