Viceroy's Alternative Proposals.

Transhipment at Hongkong.

Transhipment to be in Hongkong, but the Emigration Agency

to be in Canton. The Chinese inspector to appoint a Delegate to

reside and inspect all labourers in the hongkong Depôt. AM

labourers must be registered at the Canton Agency. The Agency

*ill issue Fasses in triplicate, one copy to be kept by the Agency,

one to be given to the labourer, and one to be forwarded to the

Delegate in Hongkong for purposes of identification. No labourer

unprovided with such a Pass, or provided with a Fass the particu-

-lars of which as to age, thumb mark, and number do not tally, to

be admitted to the Depôt. The Chinese inspector to be notified,

through the Delegate at the Depôt, of the date of departure of the

emigrant ship from hongkong, in order that he may proceed in

person on board and make a final inspection of the emigrants.

Although the large emigrant steamers proceeding to South

Africa cannot come up to Canton, they shall nevertheless pay to

the Customs the tonnage dues as fixed by Treaty, 1.e. four mace

per ton, over one hundred and fifty tons every four months. But

if they have already paid such dues at a Northern Fort, they

shall be exempt from further payment.

The fee of three dollars to be paid on all emigrants

already shipped from Hong Kong to South Africa.

5.

Any labourers wishing to emigrate from Hongkong to South

Africa shail for the future, pass through and be registered at the

Canton Agency.
