least 3 years to execute. I do not propose that they should

be put in hand before 1907. By that year as you will see from

the enclosed table, which gives a forecast of expenditure on

the larger Public Works now in hand, the Tytan Tuk Waterworks,

1st. Section, and the Kowloon Waterworks will have been com-

pleted. If it is found possible to provide on the Estimates

for 1907 a considerable sum, say $500,000, and if there is reasonable prospect of being able to make similar provision

on the Estimates for subsequent years I should prefer to spend

six years over the work and pay for it from revenue rather

than to raise a loan with the object of getting it finished in less time. The completion of the high level reservoir will

make the construction of the one which forms the subject of

the present Despatch less urgent than it would otherwise have

been.

report of Mr. Chadwick, the Consulting Engineer, may be obtain-

ed on the scheme as set forth in the enclosures to this Deg-

patch.
