counting any derived from the overflow of reservoirs in the
wet months or from the yield of perennial streams intercepted
by reservoirs, conduits, etc., will be 1,741 million gallons
or an average of nearly 5 million gallons per diem for the
whole year, This gives 20 gallons per head for 250,000 persons.
The population of Victoria and the Hill Districts that have
to be supplied with water is about 200,000. If, therefore,
the yield of the proposed scheme approaches Mr. Jaffe's estimate
it will provide the town with an adequate water supply for
the time being. In view of the growing tendency of the Colony
to expand on the mainland rather than on the Island the execu-
tion of the proposed scheme may also reasonably be hoped to
solve the water question for Victoria for many years to come.

I annex a preliminary report on and rough
estimate for the low level reservoir and works in connection
therewith called locally *Tytam Tuk Waterworks, 2nd. Section"
prepared also by Mr. Jaffe under the direction of Mr. Jones,
together with a memorandum by the latter thereon. The form of
dam proposed is new to me and I am unable to offer any remarks
thereon. As pointed out by Mr. Jones it is very doubtful whether
the economy effected by using the suction pipe from the high
level reservoir now under construction as a rising main for
the new works sufficiently compensates for sacrificing the
head possessed by the water which will be impounded in the
upper reservoir. The extensive temporary works designed for
keeping the dam site free of water during construction appear
suitable for the purpose.

The total estimate for the works is
73,312,300 and Mr. Jones informs me that they would take at
