In your telegram of the 1st. January, 1904, 03
you approved of the proposal contained in Sir Henry Blake's
Despatch No. 483 of the 23rd. October, 1903, that pending the
carrying out of additional trial works for deciding the site
on which a dam should be constructed for a low level reservoir
at Tytem Tuk Bay, a reservoir to impound 194 million gallons
should be provided on a higher level on the site that had been proposed in Mr. Cooper's report of the 9th. April, 1896, and was referred to in the 6th. paragraph of Mr. Chadwick's
report of the 18th. April, 1902, on the water supply of Hong- kong, forwarded to Mr. Chamberlain in Sir William Gascoigne's
Despatch No. 199 of the 13th. May, 1902.

The scheme, called locally "Tytam Tuk
Waterworks, 1st. Section", which was thus approved and was
estimated to cost $780,000 is progressing satisfactorily and
should be completed in time for the additional water supply
to be fully available for the dry season of 1906 1907 while
some advantage should be derived from it in the dry season
commencing in October next.
