Referring to Mr. May's Despatch No. 97

of the 11th. March, 1904, I have the honour to transit six

copies of the Report of the Captain Superintendent of Police

for the year 1904.

Comparing the figures embodied in the

Report with those of the previous year the decrease from 4,862

to 3,532, that is of over 27 per centum, in the number of

serious cases reported to the Police, is very satisfactory,

especially as it has occurred in every nature of crime with

the one exception of Offences against Women and Girls. The

total number of cases is by a coincidence exactly the same as

in the year 1900 and in spite of growth of population 334

below the average of the quinquennial period commencing with

that year. It is 672 above the previous quinquennial period.

This may be partly accounted for by the acquisition and subse-

quent policing of the New Territories towards the close of

that period.

The percentage of convictions to reports

of serious offences during the year was 49. It was the same

in 1903 and also in the quinquennial period 1900 to 1904. In
