Referring to Mr. May's Despatch No. 99

dated 11th. March, 1904, I have the honour to transmit 6

copies of the Report of the Superintendent of the Fire Brigade

for the year 1904.

The only two points in the report calling

for remark from me are the cause - ignition of arrack funes

of the two fires at the Kowloon Go downs referred to in para-

graph 7, and the report on the Fire Engines which shows that,

though they are in good order and condition, they are of old

pattern and not of very powerful type.

With regard to the former matter, I annex

a copy of the Order-in-Council passed on the 16th. of August

by which power has been taken to subject arrack and kindred

substances to the restrictions imposed on dangerous goods.

With regard to the Fire Engines the time

has, in my opinion, arrived when some addition should be made

to the appliances for extinguishing fire, and I concur in a

recommendation of the Superintendent that the most useful

addition to meet local conditions will be a second powerful

Floating Fire Engine. I propose to make provision for this in

losure 2.8
