maximum salary of a 1st. grade clerk, viz.- 72,040 per annum.
Higher paid posts are in nearly every other Department "Prize
Appointments" on a Sterling basis. This basis is not suitable
to the two appointments in question as they are not likely to
be held by men domiciled in England.
I therefore propose to add to the grading
scheme a "Higher Grade" with salary of $2,160 to $2,700 by
biennial increments of $180 and with this addition I recommend
that the new grading be applied to the Harbour Department in
the manner shown in the annexed statement.

I further recommend that Messrs. Guterres
and Botelho (the former of whom joined the Service in 1869
and the latter in 1872 and both of whom are highly spoken of
by the Head of their Department) be put into the Higher Grade
at the first increment but without personal allowances.
If this were done these Officers would
draw $2,340 per annum against $2,200 drawn at present by the
former and $1,800 by the latter.

By this arrangement, by the creation for
Mr. Guterres of the new post proposed in the Mercantile Marine
Branch, and by the adoption of the new grading scheme through-
out the Department, the system of personal allowances in the
Harbour Department would be done away with, the clerks of old
standing in the Department would be very liberally treated
and would be given an additional incentive to remain in it,
and the junior and new clerks would be able to look forward
to quicker and more regular increments to salary than under
the present scheme.
