Referring to your Confidential Despatch
of the 6th. April, 1904, inviting observations on the Report
of the Committee appointed by His Majesty's Government to
consider the question of the Eastern and Australian Mall
Service, I have the honour to inform you that as far as this
Colony is concerned the best means for conveying the mails
will be determined in the manner suggested by the Committee,
that is, by asking for sectional and through tenders for mail
Services to commence in 1908.

The sectional service which will probably
best suit Hongkong is one including the section between Madras
and Hongkong, via Penang and Singapore in each direction, con-
nected with the London-Bombay Mail Service and with extension
to Shanghai, but on this section there should be either one
weekly or two alternating fortnightly services and not one
fortnightly or two alternating four weekly services as indicat-
ed in Appendix 'A' to the Committee's report.

The establishment of a service in connec-
tion with the London-Bombay Mail which, until some new ar-
