In reply to Mr. Downer's letter of the 27th.
March last (2086/08), with reference to the Old Gaol Site at
Shanghai, 1 am directed by the Lords Commissioners of His
Majesty's Treasury to inform you that they concur in the opinion
that the land should not be disposed of to private persons, and
they consider that it may properly be leased to the Hongkong
Postal Agency, on a tenancy terminable at short notice, at the
highest rent which the Agency is willing to pay.
