I have given careful consideration to the

question of the establishment of special examinations in

History and Geography in connection with the Schools of Hong-

kong with regard to which you were good enough to invite an

O expression of my views in your Despatch No. 230 dated the

29th. July, 1904, and to send me a Memorandum by Mr. H. T.

Gerrans, Secretary to the Oxford Local Delegacy, in your Des-

350f patch No. 296 dated the 14th. October, 1904, I have also con-

sulted in the matter Mr. E. A. Irving, Inspector of Schools,

and Dr. G. H. Bateson Wright, Head Master of Queen's Collere.

The latter is strongly opposed to the

substitution of examination papers framed on a local syllabus

for any of those set at the Oxford Local Examinations in En-

gland and elsewhere. He is of opinion that Certificates of

having passed the various Oxford Local Examinations would be

of less value to their holders if the Examinations were known

to be in any way different from those parsed by the holders of

similar Certificates obtained in other places. He states that

the object of his boys is "to compete with English boys on
