I have the honour to inform you that ap- plication has been made to this Government by the Firm of Messrs. Gibb, Livingston and Company, of this Colony, acting as Agents of the International Banking Corporation, on behalf of the Government of the United States of America, for per- mission to ship Chinese coolies to the number of 1,000 as an experiment, to be followed by very large numbers if the experi- ment proves successful, to work under contracts for 3 to 5 years on the projected Panama Canal. It is explained by the applicants that the United States Government has a concession of the strip of land through which the Canal is being dug and that the coolies will be in the employment and under the control of the United States Government, which will take the necessary measures for the coolies landing under the United

States Laws.
