With reference to your Despatch No. 317 of
the 3rd. November on the subject of the treatment of small-
pox cases in the Naval Infectious Diseases Hospital, I have
the honour to inform you that the question at issue between
the Colonial Government and the Naval Authorities was referred
to the arbitration of the Principal Military Medical Officer
;at Hongkong who in his award, a copy of which I enclose, has
upheld the contention of the Principal Civil Medical Officer.

In these circumstances I have informed
His Excellency the Commander-in-Chief that there will be no
objection to carrying out the compromise suggested in paragraph
3 of Sir Evan MacGregor's letter to the Under Secretary of
State for the Colonies dated the 31st. of March last, and
that the charge per diem for each patient will be $1.50 which
covers the cost of food and drugs but not of medical comforts
and other extras.
