Sir,
We regret to inform you that another difficulty has arisen with the authorities at Hong Kong, this time in regard to our s.s. "INKULA", which vessel has just arrived at Hong Kong from Italy in ballast. This vessel is also engaged to carry coolies from China to South Africa, and for this purpose will require a Chinese crew.
To avoid trouble, the Articles were made out and a special agreement entered into with the men to go from Italy for the run out only. Authorities have informed the Captain that they must be returned to Italy.
It is unreasonable for the Authorities to interfere in a matter between ourselves and the Shipowner. Our Agreement is perfectly clear, and is a matter which they should take up with the Italian Authorities, if for some reason they do not wish the men to remain in China.
We have cabled the Captain that he is not to accept any responsibility in the matter, and to refer the British Authorities to the Italian representative.
Mr. Welsford will come up to town tomorrow afternoon in order to see Mr. Lucas upon this matter, and will call shortly after 2 o'clock.
We have three steamers now engaged in this trade, and with each of them unnecessary trouble and very great expense have been caused by the interference of the Authorities at Hong Kong.
