I have the honour to acknowledge the receipt of your despatch No. 314 of the 11th August with regard to the payment of horse allowance to Mr. W. W. M. Koch while acting for Mr. Thanson.

I have to point out that much of the confusion, which has arisen in this matter might have been avoided if I had been informed at first that Mr. Thanson's allowance was being drawn while he was on leave. Colonial Regulation No. 124 is explicit in this regard.
