If raising
Conveyance had been
pursued in the first
instance a great deal of trouble would have been
avoided & I cannot help
thinking that this would
have been not only the
most convenient but
also the fairest
course to adopt, although the
Governor under 16e Reclamation
Ordinance was given
an absolute discretion in the
matter.
