would further be desirable that if the petitioners they should be permitted to appear before you by counsel on this behalf; that their counsel should have an opportunity of cross-examining the valuers and similarly counsel on behalf of the Crown should have an opportunity of cross-examining the examiners produced by Messrs Howard Steffen. I think that the fullest opportunity should be given to both parties to put their case before you; should you require it you should appoint an assessor to sit with you to hear the argument. After such proceedings have terminated you should carefully consider whether any & what further compensation should be paid to Messrs Howard & Steffen & you should decide.
