I received from Sht. Stephens the Copy of a despatch from H.E. the Secretary of State for the Colonies to H.E. Governor Sir H. Blake dated the 21st October 1903 stating he was not entirely satisfied with the Compensation awarded to M. Stephens and myself.

He has not been in a position to investigate the whole matter of resumption, and, if he is of opinion that substantial justice demands it, he will ask the Legislative Council to vote an additional sum to cover the claims from the Colonial authorities.

I also received a Memorandum dated 7th February 1904 showing a Calculation that 39,487 square feet at 45 cents for loss depreciation of Marine Lot No. 184 amounts to $24,367.50, and this is the amount proposed as compensation to cover damages sustained by the reclamations in front of Marine Lot.

2. This investigation, it appears, has not been properly carried out, and is incomplete because it does not show how the depreciation has been arrived at, nor does it take into consideration the depreciation on the Buildings and the loss of intermediate rents as promised by the Attorney General before the Full Court on the 30th March 1898.
