"When I was asked by the Secretary (or by a Temporary Assistant Secretary) to call on Mr Cutteridge, I addressed a minute M.6.7. saying that it was not right that a Sanitary Inspector should call at the private residence of any property owner relative to nuisances on other properties, but that such a person wishing to see the inspector should do so at the offices of the Sanitary Board. I think I was quite right in this, as the fact of an inspector calling upon a property owner, gives the latter an unfair opportunity to offer bribe, reduces the inspector's standing and authority and gives a good opportunity for Calumny. I submit that the M.B.M. should be quit of these things.

I am as well aware that I should not have been given such an instruction at all.

"This Charge is misleading. I applied for the work required to be done by the Sanitary Board was in hand after on my visiting the premises after receiving instructions to prosecute, and I have had very definite general instructions not to prosecute in such cases.
