We are irritating I submit that I in no way carry out my work, I use my intelligence in a right way and to the point. I point out when things are being done wrongly. I consider that qualification and wide experience fully enable me to do the work. If my manner is irritating I am really sorry, but I cannot help it, my only wish is to do my work well and not seeking for opportunities to misunderstand instructions, quite the contrary is the case, I am most anxious to understand, but this I find impossible as I am constantly receiving unintelligible and contradictory orders.
3rd charge. I deny that my manner in carrying out the Captain's orders is captious or high-handed, it is true that I do not get on in harmony with the Department, it is because the work of the Department is in such a state of confusion and carried on without any system, or rather want of any system, that it is impossible, accustomed as I have been to assisting in the conduct of the business of well-managed sanitary departments, to be other than out of harmony with the working of this Department.
4th Charge.
