In writing impatience to the OMG say that great importance is attached to encouraging the spread of cotton cultivation in the British Empire & that a British Cotton Growing Association has been formed for that purpose. That information on the kind of lands and suitable gin machinery can be obtained and that cotton seed can be forwarded through New York or through the Imperial Dept of Agriculture in the West Indies. Ask him to interest the merchants in the matter.

In response to your own request of the last when I called, as desired, at the Colonial Office to discuss Cotton Cultivation-have now the honour to explain, as requested, the question of introducing the cotton plant into the new Territories Housing and incidentally its possible extension by the Chinese into their own adjacent districts.

The New Territory is stated to be about 400 square miles in extent and consists mainly of mountainous land avoidable.
