"reclaimed, to such levels as the Director
of Public Works may determine, along the
South Eastern boundary of the Lot, and
the protecting wall to be so constructed
as to form the side wall of a nullah
hereafter to be made.
"(4)
A sum of not less than $250,000 to be
expended upon buildings or other ratable
improvements within the said period of
5 years.
*(5) Provision to be made for carrying off any
surface drainage from the land in the
rear of the Lot, to the satisfaction of
the Director of Public Works and upon
lines determined by him.
"(6) The rights of sea frontage to extend along
the outer boundary only, which is shown
to be 2,085 feet in length.
"(7) Permission to be given to obtain earth
and stone from Crown Land for the purpose
of carrying out all reclamation, from
places to be defined by the Director of
