This letter and its contents were communicated to us by Messieurs Deacon and Hastings.

We call your particular attention to the express wording of the letter in question, and to the fact that it stated without the slightest degree of qualification that the Crown Lease to the area in question would be issued.

We would submit for your consideration that such letter constitutes an election on the part of the Hong Kong Government to adopt No.1 of the 2 modes of procedure which we have indicated above as being open to the Government under Section 14 of Ordinance No.18 of 1900.

On the 1st of September 1902 Messieurs Deacon and Hastings received from the Colonial Secretary a further letter of which, omitting formal parts, the following is a copy.

Referring to your letter of the 18th ultimo addressed to the Director of Public Works and to previous correspondence I am directed to transmit to you the enclosed copy of a tracing showing the area in the vicinity of Ngau Tau Kok which the Government is prepared to lease to Mr. Ho Lap Pun in
