I noticed immediate Notice should be sent to the Protector of Chinese as soon as a man has been arrested as he need not be detained long before the Protector of Chinese sees him.
C. All persons Convicted of acting as gambling house Keepers should be deported and the magistrate should have power & instruction to Commit them and grant warrant, issue of the banishment warrant.
D. All persons proved & have been convicted of crime in China should be deported. We cannot do much this line, at present, but it may be possible to ensure & track the Chinese criminal authorities to take fingerprint & record of their prisoners and if this was done it means any person found by their (or otherwise) that they have committed a crime, the Magistrate should have power to order his arrest, and, on proof of identity, Commit him to punishment. Of course safeguards against trickery denials are necessary.
At present it is clear that they may not be found
E. All Chinese prisoners convicted of larceny or like offences should be banished on completion of their terms of imprisonment. The present rule is to banish after second Conviction of larceny, but I do not see why they should not be Committed for the first offence unless it would take up too much space.
For the power of banishment should be vested in the Governor in Council. It means the same thing practically as in the Government in Council & would be less roundabout & take less time & red tape.
