I think it will be admitted that this is a sound policy and that may fairly Clean the tranquil & Contented state that the new Territories has settled into Measure due to the selecting of the police stationed there. They do not seem to have been of its character so perhaps no harm will ensue till the principle appears to me most unsound. If I adopted such policy of making the new Territories & outstations a "dumping ground" for undesirables I fear I should make a brave show Thop windre & Excuseer.
