I have the honour to acknowledge the receipt letter 44096/1903 of 22nd ultimo, Enclosing confidential despatch from H.A. Blake and other documents, and to offer my observations thereon.
2. In the first place I am to blame for omitting to provide for the supervision of the Water Police after my dismissal. My selection of Inspector Williams has been made after very careful consideration in conjunction with the Chief Superintendent, and on the face of it, (apparently) to my satisfaction.
