Mr. F. A. Campbell presents his compliments to
the Under Secretary of State for the Colonies and
returns herewith the papers inclosed in the letter
from the Colonial Office 42643/1904 of the 28th
ultimo.
Mr. Campbell wishes to call attention to the
Duplicate copy of the Despatch from the Governor of
Hongkong which is almost illegible and has been de-
cyphered with the greatest difficulty.
