Foreign Office, November 30, 1904. WITH reference to previous correspondence, I am directed by the Marquess of Lansdowne to transmit to you, to be laid before the Secretary of State for India, copies of two despatches, as marked in the margin, which have been received from His Majesty's Minister at Peking and the Acting British Consul-General at Canton, respectively, on the subject of the taxation of opium at Canton,
Mr. Secretary Brodrick will notice that, in view of the attitude assumed by the Chinese Government in this matter, Sir E. Satow requests that instructions may be sent to him by telegraph.
A copy of the instructions which were forwarded to Sir E. Satow by mail on the 4th instant, and should arrive in about three weeks' time, are also inclosed,† and I am to inquire whether Mr. Brodrick concurs in Lord Lansdowne's view that it will be sufficient to advise Sir Ernest by telegram of the dispatch of those instructions.
