Mr. Willis has been instructed to forward to this Office a copy of the Articles of Association of the Company.

It is proposed to await the receipt of the Articles before issuing any instructions to Sir E. Satow on the subject; but pending their receipt, Lord Lansdowne would be glad to be informed of the provisions of the Law of Hongkong with regard to the registration as British of Companies, the capital and management of which is wholly or mainly Chinese.
