Sir:-
I am directed by the Marquess of Lansdowne to enclose, for the information of Mr. Secretary Lyttelton, a copy of a letter from the Customs, relating to a report of the sale of the British Steamship "Canton", registered at the Port of London, and which is stated to be at present at Hongkong.
I am to suggest that instructions should be sent to the Governor of Hongkong to satisfy himself that this vessel is not intended for the Military or Naval service of either Russia or Japan, within the meaning of Section 8, Sub-section 4 of the Foreign Enlistment Act.
