With reference to your despatch No. 15 of May 10th.
I have the honour to state that I have been in correspondence with the Hongkong Government on the subject of the Yeung Kuiwan case, and that on July 7th, I paid a visit to Hongkong to discuss it personally with His Excellency the Officer Administering the Government.
Mr. May and I have agreed that the charges against Tung Tseung and Ng Lo Sam should be prosecuted; but before taking any steps, we decided that the Hongkong Police should endeavour to ascertain where these two men are to be found.
The evidence against Ng Lo Sam is weak, but his connection with the crime was notorious, and it would, I think, be less disadvantageous to proceed against him...
