I am directed by the Marquess of Lansdowne to acknowledge the receipt of your letter of the 30th ultimo inclosing copies of the Certificates to be issued in Hongkong to various classes of Chinese British subjects.

In His Lordship's opinion it would be desirable that the condition that protection will not be afforded to the bearer of a certificate unless he has "registered his name at the nearest British Consulate and that protection will be limited to events subsequent to registration" should appear in all the Certificates which accompany your letter.
