I would be glad if such a request were made in accordance with their rights as belligerents and the Admiralty.

I am to suggest, for the consideration of Mr Secretary Lyttelton, that arrangements should be proceeded with for the internment of the prisoners as proposed.

The substance of your letter is that it could not properly be refused.
