I am directed by the Marquess of Lansdowne to inform you that in July, 1903, proceedings were taken in the International Settlement at Shanghai against six Chinese subjects, four of whom were charged with printing and publishing treasonable libels in the "Supao", a native newspaper, and the other two, Chang ping-lin and Chon Yung, with publishing seditious pamphlets.
Previous to their arrest the Taotai of Shanghai had agreed that the accused should be tried in the Mixed Court of the Settlement and that their punishment should take place in the Settlement.
When the case came on for hearing Chang ping-lin and Chon Yung acknowledged in open Court the authorship of the Pamphlets, and the Chinese Authorities thereupon demanded that they should be handed over to them.
