In reply to your letter 27474, 1904 of the 9th instant,

I am directed by the Marquess of Lansdowne to state for the information of the Secretary of State for the Colonies that it is not apparent from the Governor of Hong Kong's telegram by whom the application has been made for a licence for the steamer Casbah to convey free Chinese emigrants to Peru or whether the proposal has received the approval of the Chinese Government and the case is therefore on a different footing from that of Mexico in 1902.

I am to suggest for the consideration of Mr Secretary Lyttelton, that Sir M. Nathan might be instructed that if he is of opinion that the measure will give dissatisfaction
