upon them to reiterate that the

carriage by merchant vessels of

munitions of war or other contra-

band articles in the ordinary

course of commerce to any foreign

port is a matter which, during

hostilities, is undertaken subject

to the usual risks of visit, search

and capture on the high seas by

either belligerent, and is not con-

trary,
