Sir:-
I have the honour to state that the Hongkong murder case referred to in your despatch No.1 of January 1st has been constantly pressed on the attention of the Viceroy verbally and by letter.
By arrangement with the Hongkong Government all the Hongkong witnesses were sent here under the charge of Mr. Hallifax of the Hongkong Civil Service, and they were examined before a Judicial Commission appointed by the Viceroy for the special purpose of investigating this murder.
The Commission was composed of the Provincial Treasurer; Provincial Judge, Salt Commissioner, Grain Intendant and the Viceroy's Foreign Secretary.
To assist in watching the case I sent to the first hearing (February 9th-12th) Mr. Major, and to the second (February 21st-22nd) Mr. Combe, to accompany Mr. Hallifax.
