and that I am consequently unable to accept them as a fulfilment of the undertaking therein contained to revise the Mining Regulations existing at that time in such a manner as to offer no impediment to the attraction of foreign capital, or place foreign capitalists at a greater disadvantage than they would be under generally accepted foreign Regulations.

I trust, however, that advantage will be taken of the preparation of the mining code referred to in these provisional Regulations to provide in accordance with the intention of the Treaty, for mining operations being carried on by foreign capitalists.
