My Lord:-

I have received Your Lordship's despatch No. 41 of February 13th last on the subject of Sir Robert Hart's proposed agreement between the Postal Administrations of Hongkong and China.

In the letter from the Colonial Office which forms the inclosure in Your Lordship's despatch, it is stated that the Government of Hongkong has decided that it is not desirable to enter into the proposed Postal Convention and Your Lordship is requested to call my attention to the despatch from Sir H. Blake to the Colonial Office, copy of which was enclosed in Your Lordship's despatch to Mr. Townley, No. 222 of August 3rd last.

The despatch referred to, in which Sir H. Blake states that it has been decided not to enter into
