It is however impossible to form more than a
conjectural judgment on the case, in the absence of
fuller details, and I am accordingly to suggest for
Mr. Secretary Lyttelton's consideration that the
Governor of Hongkong should be requested by tele-
graph to furnish a report on the subject.
