I am directed by the Marquess of Lansdowne to
transmit to you, herewith, a copy of a despatch
which His Lordship is sending to His Majesty's
Chargé d'Affaires at St. Petersburg recording a conversation
with the Russian Ambassador on the subject
of a consignment of warlike material carried by a
Japanese vessel which left Hongkong for Kobe or
Yokohama on the 17th ultimo.
I am also to enclose a copy of the Treaty of
Washington, the principles laid down in Article 6 of
which the Russian Consul at Hongkong appears to have
invoked in support of his protest against the exportation
of the articles referred to, but which would
seem to have no application even by analogy, to the
case of a Japanese merchant vessel carrying contraband
of war between a British and a Japanese port.
