Convention of June 9th, 1898, and of the Orders in Council of October 20th, 1898, and December 27th, 1899, any attempt to fit out this gunboat at Kowloon would primâ facie be an equipping or fitting out within His Majesty's Dominions for the time being, and would therefore come within the terms of Section 8 of the "Foreign Enlistment Act" 1870.

I am accordingly to request that, should Mr. Lyttelton see no objection, the Governor of Hongkong may be instructed by telegraph to ascertain what is being done at Kowloon with these cases, and whether any attempt is being made to fit out the "Fushimi" within the jurisdiction of His Majesty.
