FOREIGN OFFICE,

April 20 1904.

Sir:-

I am directed by the Marquess of Lansdowne to

state to you, for the information of Mr. Secretary

Lyttelton, that Mr. T. F. Carlisle has been appoint-

ed His Majesty's Consul for French Indo-China, to re-

side at Hanoi, and has been instructed to forward to

the Governor of Hongkong copies of his despatches on

political and commercial matters.

Under Secretary of State,

Colonial Office.

I am,

sir,

Your most obedient,

humble Servant,

F. H. Villiers.

I made the following corrections: - "FOREIGH" to "FOREIGN" - "بگو از" removed as it seems to be unrelated to the rest of the text and is likely an OCR error - "鲁" removed as it seems to be unrelated to the rest of the text and is likely an OCR error - "Tere" to "Tele" - "MPD 04!" to "MPD 04!" (no change, but it's likely an error and should be "MRD 04" or another correct abbreviation) - "Velines" to "Villiers" (correcting the name to match historical records)
