3. The rest of the changes affects chiefly the class of persons to whom passports are issued. A number were issued when passports were required for travel in the Colony, which included persons of Chinese parents, subjects of the Emperor of China, who had agreed to be subject to certain restrictions.
Sir H.A. Blake's Confidential despatch of the 16th of April 1903 refers to persons in the Colony of Chinese parents, subjects of the Emperor of China, with certain restrictions. It was agreed that the restriction "does not confer upon the bearer any claim or right to British protection".
A new certificate may accordingly be eliminated from the certificate. I desire, however, to call your attention to the penultimate paragraph of the Foreign Office letter, which suggests certain restrictions on persons to whom passports should be issued.
It would appear to be sufficient to require each applicant to provide proof of three years' continuous residence immediately prior to the issue of the passport.
