for the grant of this Certificate appears to His

Lordship to be largely a question of policy, as he

understands that many of these Anglo-Chinese desire

to obtain Certificates in order to leave the Colony

and reside elsewhere under the unofficial countenance

of the British Consular authorities.

It is a further matter for consideration whether

"continuous residence coupled with the intention of

"permanently establishing himself in the Colony"

should be required of applicants for certificates;

i.e. the "animus manendi" which is a constituent element

in domicil, and a condition precedent to the

grant of Naturalization in this country. Lord

Lansdowne, however, apprehends that such a rule would

be difficult to enforce, and, in these circumstances

the condition embodied in the words "three years

"continuous residence" may possibly meet sufficiently

the requirements of the case.
