My Lord,
WITH reference to the inquiry contained in your Lordship's despatch No. 334 of the 31st October respecting the framing of Regulations for bonded warehouses in accordance with Article VI of the Commercial Treaty, I have the honour to transmit herewith a copy of a despatch from His Majesty's Consul-General at Shanghae inclosing a copy of the form of bond for use between owners of warehouses and the Customs authorities, and reporting to what extent advantage has been taken of it.
It seems that Shanghae is the only port where bonded warehouses are required, but should they be needed elsewhere I assume there would be no difficulty in extending the existing system, which appears from Sir Pelham Warren's despatch to meet all practical requirements.

I HAVE the honour to acknowledge the receipt of your despatch No. 43 of the 18th instant, inquiring whether any steps are being taken by the Maritime Customs authorities to draw up Regulations for bonded warehouses, in accordance with Article VI of the Treaty signed at Shanghae on the 5th September, 1902.
I now beg to forward two copies of the "Bonded Warehouse Proprietors' Bond" at present in use, which have been forwarded me by Mr. H. E. Hobson, the Commissioner of Customs at this port. Mr. Hobson informs me that he has received no applications to bond more warehouses, and that the only ones covered at present are three belonging to the China Merchants Steam Navigation Company.
No British merchants have applied to me to have their warehouses recognised as bonded warehouses.
