In reply to your letter of the ... respecting the telegraphic enquiry received from Hong Kong as to rice and other food stuffs, I am directed by the Marquess of Lansdowne to acquaint you, for the information of Mr. Secretary Lyttelton, that the text of Rule 6 (ig) of the Imperial Russian Order, stating what articles are considered as Contraband of War, is as follows: "En général tout ce qui est destiné directement à l'armée ou à la flotte de l'ennemi est de bonne prise. Sont considérés comme tels: ... le riz, ... ou autres objets destinés à la consommation des troupes de terre ou de mer, les vivres et les chevaux, &c."
